　　As Belt and Road cooperation continues to deepen, Pakistan has emerged as a key overseas destination for export-oriented enterprises, thanks to its strategic location and favorable trade policies. On June 11, Wang Zheng, Director of Beijing Huicheng (Suzhou) Law Firm, led Sun Hao, Director of the International Business Cooperation Department, and foreign cooperating lawyer Muhammad to visit Weizhong Group, a leading provider of cross-border logistics and supply chain services. They held a special seminar on practical guidelines for tariff policies regarding investment in Pakistan. The two sides conducted in-depth exchanges on Pakistan's latest tariff regime, foreign investment compliance rules, trade barrier solutions and supply chain planning, working together to help Chinese enterprises expand overseas safely and steadily.

　　交流会上，国际业务合作部主任孙皓首先系统讲解巴基斯坦本轮关税改革核心内容。本次改革将原有复杂税制简化为0%、5%、10%、15% 四级关税模式，汽车、制造业等重点行业关税持续下调，一方面降低企业进口原材料成本、释放市场机遇;另一方面贸易自由化加速也让本土产业承压，市场竞争、合规审查强度同步提升，机遇与挑战并存。

　　The exchange centered on Pakistan's Customs Tariff Rationalization Plan. Participants conducted a comprehensive analysis combining local industrial conditions, foreign exchange controls, tax regulations, anti-dumping policies and other practical matters.

　　At the seminar, Sun Hao, Director of the International Business Cooperation Department, first gave a systematic explanation of the core content of Pakistan's latest tariff reform. The complicated original tax system has been streamlined into four tariff brackets: 0%, 5%, 10% and 15%. Tariffs for key sectors such as the automotive and manufacturing industries have been continuously reduced. On the one hand, this cuts enterprises' costs of imported raw materials and unlocks market opportunities. On the other hand, accelerated trade liberalization has put pressure on local industries, accompanied by fiercer market competition and stricter compliance reviews, bringing both opportunities and challenges.

　　针对企业重点关注的细分领域，孙皓结合实务案例逐一梳理风险与应对方案：

　　-行业关税与产业影响：陶瓷、玻璃等本土行业产能利用率仅 50% 左右，能源、融资成本偏高，企业需审慎评估本土供应商实力，搭建多元化供应链;汽车行业关税逐年下调，但新能源车型销售税拟上调，建议企业动态调整投资模型。

　　-外资企业合规红线：明确注册资本实缴、年报提交、增值税抵扣等硬性要求。当地实行 “一票一扣” 规则，跨月抵扣将被系统拒绝;逾期未提交年报、未按期实缴资本，将面临高额罚款、列入违约名单甚至强制除名等处罚。

　　-外汇与利润汇出风险：2025 年起巴基斯坦央行强化跨境支付审查，单笔 500 万美元以上利润汇出需额外核验投资原值，审批周期由 5 个工作日延长至 15-20 个工作日。同时卢比汇率波动、SESSI 与 EOBI 双重社保缴费规则，也是外资企业必须重视的风控要点。

　　-贸易壁垒与反倾销应对：目前巴基斯坦对中国钢铁、化工等产品征收反倾销税，且设置日落复审与反规避调查机制。律师团队提醒，企业出口前务必做好税号归类审查，提前规避高额税负风险。

　　Targeting the segmented sectors that enterprises care most about, Sun Hao sorted out relevant risks and countermeasures one by one with practical cases.

　　Industrial tariffs and sector impacts: The capacity utilization rate of local industries including ceramics and glass stands at around 50%, with high energy and financing costs. Enterprises need to carefully assess the capability of local suppliers and build diversified supply chains. Tariffs in the automotive industry have been lowered year by year, while sales tax on new energy vehicles is proposed to be raised. It is advised that enterprises dynamically adjust their investment models.

　　Compliance red lines for foreign-invested enterprises: Strict requirements are specified for paid-in registered capital, annual report submission and value-added tax deduction. The local authority adopts the "one invoice, one deduction" rule, and cross-month tax deductions will be rejected by the system. Failure to submit annual reports or fully pay registered capital on time will result in heavy fines, blacklisting, and even mandatory deregistration.

　　Risks concerning foreign exchange and profit repatriation: Since 2025, the State Bank of Pakistan has tightened reviews on cross-border payments. Additional verification of the original investment amount is required for profit repatriation exceeding 5 million US dollars per transaction, and the approval period has been extended from 5 working days to 15 to 20 working days. In addition, rupee exchange rate fluctuations and dual social insurance contribution rules under SESSI and EOBI are also key risk control points for foreign enterprises.

　　Trade barriers and anti-dumping responses: Pakistan currently imposes anti-dumping duties on Chinese steel, chemical and other products, with sunset review and anti-circumvention investigation mechanisms in place. The legal team reminded enterprises to conduct thorough commodity code classification reviews before export to avoid excessive tax burdens in advance.

　　Leveraging his in-depth knowledge of Pakistan's local laws and business environment, cooperating lawyer Muhammad supplemented interpretations on local law enforcement standards, government-enterprise communication approaches and detailed implementation rules of free trade agreements. Combining with the new 2026 regulations of the China-Pakistan Free Trade Agreement, he elaborated on rules of origin for high value-added products, regional cumulation clauses and investment facilitation policies, guiding enterprises to fully utilize tariff preferences and optimize cross-border supply chain layout.
